2003 Grand Bargain Proposal
In May 2003 the Iranian Government transmitted through a Swiss intermediary a proposal for a “grand bargain” between Iran and the United States. This proposal was made with the blessing of Iran’s Supreme Leader, Ayatollah Khamenei. The US failed to seriously consider the proposal. Nicholas Kristof explains events on his blog and provides links to a few iterations of the Iranian document.
